The human rights organisation Memorial list of political prisoners contains 1000 names, the representative stated.

The Memorial has maintained this index since 2009.

The Memorial criteria for a political prisoner category are two-fold. Imprisonment needs to meet benchmarks set by the international guidelines. Secondly, the majority of the Memorial Council members need to confirm it in a vote.

Among the renowned political prisoners is Russian opposition leader Mr. Alexey Navalny. Memorial list includes also Jehovah's Witnesses, and the Crimean Tatars.  The maximum terms served by political prisoners from the "Memorial" list are life sentences, the minimum is 4 months.

One of Memorial's leading researchers, Sergei Davidis, emphasizes that "the actual number of political prisoners since 2009 has been significantly higher" and "far from all people are included in the list of the human rights center."
